This workshop will provide guidance for understanding and applying five geospatial web-based social index tools designed to help communities identify their social vulnerabilities and improve their resilience to disasters. Covered indices will include the CDC Social Vulnerability Index (SVI), Social Vulnerability Index for the United States (SoVI®), Community Resilience Indicator Analysis (CRIA), Baseline Resilience Indicators for Communities (BRIC) and National Risk Index (NRI)*. Methodologies behind each of these resources, intended uses, and practical applications will be discussed.

A significant portion of the workshop will be devoted to hands-on exploration of these tools. Participants are required to bring a laptop computer to the workshop.

Learning Outcomes: 
1. Awareness of the purpose and design of five social indices.
2. Ability to critically evaluate the limitations and appropriate application of social indices.
3. Practical experience applying social indices.

2. Role of Social Risk Assessment in Community Resilience
3. Methodology and purpose of specific geospatial web-based social indices. (each subsection will include a hands-on activity)

This URISA Certified Workshop is aimed at the GIS professional who is currently supporting or may support their emergency communications division in the future. In a fully operational next generation 9-1-1 system, GIS is the core component in determining how a 9-1-1 call is routed to the correct public safety answering point (PSAP).

This technology shift will have profound impacts on local data maintenance workflows, local data access, and data fidelity. We recognize there is a sincere lack of education available aimed at the GIS professional who may not be as versed with the 9-1-1 terminology or needs. This workshop is intended to provide an overview of next generation 9-1-1, GIS’ role in such a system, the implications on local workflows, and to illustrate common pain points and sources of errors in local GIS datasets.

Determining Return on Investment (ROI) is an important task for identifying GIS project and program cost and benefits, securing support and funding, choosing among alternative components and tasks, and evaluating performance. ROI analysis is applicable to all stages of GIS project planning, development, operation, and expansion. Developing the metrics necessary to determine ROI, however, can be a daunting task. This workshop will present principles and methods to accomplish this goal.

The workshop will cover ROI basics, types of ROI, how to determine costs, how to determine and quantify benefits, categorizing the results, calculating different types of ROI, and interpreting, using, and presenting the results.

Hands-on Exercises include identifying and documenting costs, identifying and measuring benefits, and putting it together to develop an ROI analysis.

Workshop participants will use their own computer for the exercises, using calculation tools provided by the workshop.

As spatial data becomes readily available; many organizations and community groups are taking GIS out of the back room and are using it in public settings. Using GIS technology to engage various “publics” in decision making requires more than traditional technical GIS skills.

Using real-world examples, the course will explore both government and community-led projects that encourage citizen participation and engagement. These methods will be applicable to governmental, non-profit, and community organizations. National and economic security depends on reliable functioning of critical infrastructure, including transportation, utility, pipeline, and other distribution and collection networks. Cybersecurity threats exploit the increased complexity and connectivity of critical infrastructure systems, placing our nations’ security, economies, and public safety and health at risk. Similar to financial and reputational risk, cybersecurity risk can affect an organization’s bottom line by driving up costs and impacting revenue. It can also impact an organization’s ability to innovate, share and protect information, keep agreements, and gain and maintain public confidence.

This ½ day workshop will focus on cybersecurity business drivers, and provide background for understanding how managing cybersecurity risks can be made part of the GIS organization’s management process.

In this ½ workshop you will learn key concepts and components necessary for protecting the confidentiality, integrity and availability (CIA) of geospatial information assets. You will gain an understanding of the importance and key techniques for managing security of information assets including access control, disaster recovery and business continuity that can be made part of the GIS organization’s management process
The first part of the workshop will focus on information security risk identification and management. The second part half of the class will cover details of security threats and the mitigation strategies used to manage risk.

Learning Outcomes
  • Gain an understanding of cybersecurity vulnerabilities and threats

In this half-day interactive workshop, we will be offering our interdisciplinary ideas and expertise for input into the City of Baltimore Climate Action Plan and continued efforts by the City related to climate change, community resiliency and climate equity. This is a unique opportunity to join alongside several of GIS-Pro’s multi-disciplined and talented workshop participants and members of URISA’s Climate Change and Climate Equity Working Group to give back to our host community on this key strategic initiative! A StoryMap has been created by the URISA Climate Change and Climate Equity Working Group to support the City of Baltimore’s new efforts to update their Climate Action Plan. Participants will use the StoryMap and a series of structured workshop exercises to provide insight on current and potential data and resources, gaps in data and analysis; learn more about how climate affects Baltimore’s populations (especially related to equity and climate justice), cultures, and geographic areas; discuss effective tools and methods for analysis; explore possible climate mitigation and adaptation strategies; describe anticipated co-benefits of climate action; identify related indicators and performance metrics, and consider community partners and climate action leaders who can support the City’s climate efforts.

The work of the Climate Change and Climate Equity Working Group and discussions in this workshop align with the United Nation’s Sustainable Development Goals (SDGs) and targets, particularly SDG 13.1 which focuses on strengthening community “resilience and adaptive capacity to climate-related hazards and natural disasters in all countries” and SDG 13.b which relates to building capacity for effective climate change-related planning, especially in vulnerable communities and populations. Real world data around climate, health and equity in Baltimore will be used to inform the workshop and the results of the workshop will be shared back with the City to support climate action efforts.

Following this workshop, participants will gain new geospatial connections and be equipped to apply strategies and techniques in their own communities.

Welcome & Keynote Address: How NASA Technology Helps Support Agricultural Monitoring and Food Security Globally
Hundreds of millions of people around the world and in the U.S. go to bed hungry every night as they do not have reliable access to or are unable to afford enough food to feed themselves and their families. Food security is a critical global and national issue that has only gotten worse with the COVID-19 pandemic, and is expected to continue to get worse as the world’s population continues to grow.

Satellite Earth Observation (EO) data availability and rapid developments in methodology to extract information using machine learning and cloud computing continue to generate new opportunities for providing accurate, reliable, and timely information for decision-making across many different sectors including agriculture. Advances in geo-spatial technology leveraging these advances as well as open-access EO data provide actionable early warning information for ensuring food security even in resource-poor contexts. However, despite these capabilities and recent increased accessibility, many governments including those throughout Sub-Saharan Africa (SSA) still rely on traditional monitoring systems that rely on sparse and long latency in situ reports with little to no integration of EO.

NASA Harvest is a NASA’s Food Security and Agriculture program which seeks to strengthen food security by developing methods and products that are relevant and actionable for food security monitoring at national, regional, and global scales. In particular, the Harvest Africa program is spearheading the uptake and integration of EO data by national, regional and research organizations to support decision-making and to benefit food security, agriculture, and human and environmental resilience. The NASA Harvest consortium works to put the best information and tools into the hands of decision-makers and, ultimately, farmers globally. Moreover, the science-driven and actionable research, national-level capacity building, and global coordination enabled by the GEOGLAM Crop Monitors are offering earlier and more accurate warnings of potential threats to crop production, agricultural markets, and food security. These approaches are being adopted worldwide and are translating research into tangible, positive outcomes for farmers and communities vulnerable to food insecurity.

Through such open science and coordination among local, national, and international groups, we can leverage everyone’s combined knowledge and resources in order to make systematic and measurable progress toward ending hunger.

This talk provides an overview of the NASA Harvest Program, how the program supports agricultural monitoring and food security globally, and gives examples of innovative projects applying machine learning, satellite data and geospatial tools to address critical data gaps.

Dr. Nakalembe is an Associate Research Professor at the University of Maryland. Catherine is the NASA Harvest Africa Program Director and a member of the NASA SERVIR Applied Sciences Team on which she serves as the Agriculture and Food Security Thematic Lead. Catherine has broad research interests including applications of satellite remote sensing and machine learning to agriculture and food security, land use and land-use change mapping, water resources, and climate change, and supports several capacity-building in the use of remote sensing for agriculture monitoring and research.

She is a 2020 Africa Food Prize Laureate for her dedication to improving the lives of smallholder farmers by using satellite technology to harness data to guide agricultural decision-making. Her efforts have also promoted the formulation of policies and programs that are directly impacting farmers against the impacts of food failure. Dr. Nakalembe was a 2020 UMD Research Excellence Honoree and in 2019 was a recipient of the Inaugural GEO Individual Excellence Award. She was featured in the 2020 Women and GIS, Volume 2: Stars of Spatial Science ESRI Press book. Her work led to the development and establishment of food security and crop monitoring bulletins that integrate satellite data including the Tanzania National Food Security Bulletin, the Uganda National Integrated Early Warning Bulletin, Kenya, Rwanda Crop Monitor reports, and the Eastern Africa Crop Monitor as well as designing the trigger mechanism of the disaster risk financing program in Uganda that has supported over 300,000 households in the Karamoja region as part of her Ph.D. research.

Tuesday Keynote Address: The Success of the 2020 Census and the Vision of the Future Geographic Support Program at the U.S. Census Bureau
We're excited to hear from Deirdre Bishop, Chief of the Geography Division for the U.S. Census Bureau. The 2020 Census counted every person living in the United States and the five U.S. territories. It marked the 24th census in U.S. history and the first time that households were invited to respond to the census online.

The first results for the 2020 Census were released on April 26, 2021. On the same day, the Census Bureau also released analysis comparing the census results to other population benchmarks as well as a variety of operational quality metrics.

The Census Bureau released additional operational quality metrics on the 2020 Census on May 28, 2021. These metrics provide further insight into how housing units were enumerated and include information on occupied and vacant housing units and the size of occupied units.

States will receive the data they need to begin redistricting in August. The Census Bureau will also share this information with the public. However, the data will be in a format that requires additional handling and software to extract familiar tables. COVID-19-related delays and prioritizing the delivery of the apportionment results delayed our original redistricting data delivery plan.

By September 30, 2021, the Census Bureau will deliver the final redistricting data toolkit to all states and the public. This will include digital tools which provides access to an integrated software browsing tool for official recipients, as well access to the online Data Explorer tool for both official recipients and the public.

Deirdre Dalpiaz Bishop is chief of the Geography Division at the U.S. Census Bureau, where she leads the development of a national geospatial database. This database of addresses, roads, and boundaries creates the foundation used to support the decennial census and ongoing surveys.

She received her master's degree in public administration from New York University and her bachelor's degree in urban studies from Lehigh University. Bishop is the President of the U.S. National Section of the Pan American Institute of Geography and History. She is Head of the United States Delegation for the United Nations Committee of Experts on Global Geospatial Information Management.

Closing Keynote: Living Apart: Geography of Segregation in the 21st Century
After several days of education and connections, we are thrilled to welcome Dr. Johnny Finn as our closing keynote speaker to discuss the "Geography of Segregation in the 21st Century".

The lines of racial segregation in most metropolitan areas in the United States are as stark today as at any point since reconstruction. This is not an accident, and it did not happen overnight. The origins of racial segregation are deep, and go far beyond the oft-cited quip that “birds of a feather flock together.” Rather, a combination of overtly racist federal housing policies and both individual and institutional racism throughout much of the 20th century, lie at its heart. Today, the promise of the 1968 Fair Housing Act remains woefully unfulfilled, as the ongoing impacts of persistent racial segregation are profound, from wealth inequality to educational disparity to environmental injustice.

In this talk, Dr. Johnny Finn will demonstrate how spatial thinking and GIS analysis enable us to analyze qualitative and quantitative data to make visible the direct connections between segregationist housing policies in our nation’s recent past and contemporary geographies of racial inequality in our present, and to make evidence-based conclusions that can lead to more socially and racially just futures.

Dr. John C. Finn holds a Ph.D. in Geography from Arizona State University and is an Associate Professor of Geography and Chair of the Department of Sociology, Social Work, and Anthropology at Christopher Newport University. An urban social geographer, Finn’s research focuses on the geography of race and racism in the Americas. He has conducted extensive field research in Brazil, Cuba, and in Hampton Roads, VA, where his current project—“Living Together / Living Apart: Geography of Segregation in the 21st Century”—focuses on the ongoing human toll of persistent racial segregation. This project uses oral history, historical research and analysis, participant-directed photography, and spatial analysis to challenge the “naturalness” of segregated landscapes and explore alternative futures. Finn has published close to 40 articles, book chapters, reports, and op-eds, has attracted over $170,000 in research grant funding, and has given nearly 50 invited lectures across North America, Latin America, and Europe. In 2019 Finn became the Editor-in-Chief of the award-winning peer-reviewed Journal of Latin American Geography. At Christopher Newport University, Finn teaches courses human geography, urban geography, human-environment interaction, field research methods, and Latin American studies, and he supervises a five-person undergraduate research team.
